Theodore was born in May 2018 and has been diagnosed with cerebellar hypoplasia, muscle hypotonia with absent sucking and swallowing reflexes, microcephaly, craniofacial differences, and a congenital heart defect reported to be a benign venous abnormality. Theodore’s development is significantly delayed. He was admitted from the hospital into institutional care as a newborn in impaired general condition. Theodore can stand without support for a brief period of time, and walks with assistance, including up and down stairs. He is fully dependent on the care of adults. He eats pureed foods from a bottle, is not yet potty trained, and is uncomfortable when bathing. He is nonverbal and does not carry out simple instructions nor does he respond to his name. Theodore is described as a child who cries often without obvious triggers, struggles to calm himself, and performs stereotypic movements. Theodore tolerates being surrounded by other children although he is passive and does not initiate contact. He holds and throws toys but does not play with them according to their purpose. He works regularly with a psychologist and speech therapists, usually resisting targeted activities. His social and emotional responses to others are very limited. A family considering adopting Theodore should consult with an international adoption doctor about possible additional diagnoses, such as a genetic disorder and/or an autism spectrum disorder.
